There appear to be Army officers on board - perhaps Haig and company? This would make sense given that M.L. 291 was the flotilla flagship under the command of Commander, the Hon. P.G.E.C. Acheson, D.S.O., M.V.O., R.N.
This was undoubtedly taken on the Rhine near Cologne - probably before April, 1919.
